You could install gutters with extensions to channel the water away, Building up a garden and sloping it away from your house may help too. Plant shrubs and flowers.

Have you thought about installing gutters and placing a rain barrel to collect water to use for the garden? If you are talking about water up against the house foundation, you may consider putting in french drains which will lead water away from the house.
That’s what gutters are for, and I have definitely seen gutters installed at ground level. ☺️
