I think you mean that your grow light isn't working. You should probably buy a different brand, as there are many cheapo ones out on the market.I recommend the Miracle Grow/Aero Garden ones.
Temp and number of hours used make a difference too.
Temperature, length of day(light) and intensity of light are factors. Make sure your plants are close enough to the light source. Also, water & proper fertilizer are important.
The temp of your basement is it below 60 degree? You may need a heat mat to warm the potting mix You’ve got you plants potted in. As for light, a full spectrum is best, but you can fake it by putting a plane white type bulb with a warm light ie yellower light bulb In the same light fixture.
