You may have to drill them out.
Squirt some WD-40 around the screw and then let it soak in over night.
Spray them with WD30, then you will be able to break them loose. If that does not work, put vinegar on the screws for a couple of days and let it loosen the rust then spray and take out. Good luck!

It may not be possible. Could you cut the top off or paint over?
WD40, spray on and try later to remove them, it is a wonderful product.
