I have seen some really nice walkways on Hometalk using pallet wood. Most areas, pallets can be found for free.
Pallet wood. Pallets are made to last in rough conditions and the wood lasts longer than you would think. You can built a boardwalk to your pool with free materials that can be replaced whenever a peice fails at the same great price! Free is always a great plan. Good luck!
There are concrete molds you can purchase to make your own pavers/stones for walkways.

How about sand if you have a hose close to home to so that they can rinse off before they go inside? If you don't want paver then clearly any stone will hurt and not be much cheaper. I like the pallet idea if you can locate enough for free.

I made a seating area in front of my house for minimal cost with only landscaping fabric and pavers that cost only 0.99 cents. They are rectangular and come in red or gray at Menards. We did ours over a couple of months due to budget restraints. We didn't use the sand or gravel underneath, just soil, the fabric and the pavers. Minimal cost, level and won't hurt the feet or track into the pool or the house.
