Can I put something over wallpaper without removing it?

I HAVE A WALL WITH PARTIAL WALLPAPER REMOVED. HOW CAN I JUST PUT SOMETHING OVER IT WITHOUT REMOVING THE WALLPAPER? HOW ABOUT THAT PANELING THAT LOOKS LIKE WALLPAPER? CAN I JUST GLUE IT TO THE WALL?

    Can you remove the wallpaper with a solution of fabric softener and water? 1 cup of softener to 3 cups of water. Score the paper and wet down, let sit for 15 minutes and start pulling off the paper. Repeat the process until it's all gone. Then wash really well with same solution to get all the old paste off. Or--if you go the paneling route--I would not glue it to the wall. If you ever want to remove it--it will destroy anything underneath. I would nail it to the wall with the right size nails--no heads on the nails. Consider some shiplap. Home Depot carries some primed shiplap that is super easy to install and looks fantastic. Once installed you can paint it any color you want. You will need a chopsaw and a nail gun to install.
