Add boards lengthwise to the bottom of the fence. It will strengthen the fence and hide the gaps

If the gaps are at the bottom from the ground, then this is what I would do. Attache some chicken wire or lattic from the ground covering the gaps, then add some flowers of your choice, straw, rocks or rubber munche.
If there is an appropriate garden space at the points of the gap. Plant shrubs like Winter gem boxwoods.
Use wooden deck spindles, space evenly, cut to length of slope and nail one end to bottom of the fence.
Either fix the fence or the ground level. Other suggestions to camouflage the bottom with plants is good.
