Looks like you need better retaining walls. Lots of rebar and cement blocks. A curved sidewalks planned out before wall would give easy access to each layer.
You could try gabion baskets for retaining walls - they can be configured any way you want and are much less expensive than pouring concrete. Search for gabion basket articles on Houzz.com

If you have a truck to haul them, you can sometimes get old railroad ties from a railyard for free. Be forewarned before you do that they are heavy and nasty, but if you are up for the hard labor, they will last forever once you get them put down.

If you want a retaining wall that will stay in place you have to dig a footer at least 12" deep. Pour about 4" of concrete then add blocks that are glued together to the height needed.
You appear to have a lot of dirt to hold back so don't do it half way or it won't hold.
