Check local code before you start. Many municipalities have height restrictions.
In our community there is a 6 ft maximum fence height (without applying for special permit). So we installed a kind of trellis next to the concrete block wall--there is no restriction here on the plants/trees height or their support structure if it doesn't attach to the fence. We planted a trumpet vine at the base of each 4x4 support and in less than a year had complete privacy. Attaching a crude drawing of this as we no longer live there. The black lines represent the block wall fence, red and orange are the trellis, green the vines. Wishing you the best in your quest!
