In our community there is a 6 ft maximum fence height (without applying for special permit). So we installed a kind of trellis next to the concrete block wall--there is no restriction here on the plants/trees height or their support structure if it doesn't attach to the fence. We planted a trumpet vine at the base of each 4x4 support and in less than a year had complete privacy. Attaching a crude drawing of this as we no longer live there.
