If you want the same look, you can pick up some lattice at Lowes or Home Depot and do the same thing your predecessors did. You could also just tape off the fence and paint the same design. In either case, you can paint the lattice look with your chose of color. Wishing you the best.
Would some thicker yet flexible wire work to make your own!? You could make a butterfly or heart design???! Lol

Not knowing how tall the block fence is, would it be possible to paint the block white, buy one sheet of lattice to use as a template, temporarily attach the lattice to the wall, & spray paint a different color over the lattice, then remove the lattice leaving behind the look of it still being there.
This is what the fence looked like before. But a lot of the bottom was rotting due to water damage.
