I'm not quite sure what it is you want to do. Do you want to use painter's tape, then remove it without ruining the paint on your car ?

Tea tree oil and a makeup pad is good for removing tape adhesive. I would test on an erea of paint you cant see first
I'd try rubbing alcohol or "Goo Gone". My dad used to soak a rag with gas to remove tar from his car before washing it.
Rub baby oil or vegetable oil applied with an old t-shirt.
