Old Waterford or new Waterford? There are crystal repair shops. Depending on how bad the chip is, it may be worth repairing. I have a chunk out of one of mine (earthquake casualty), and I filed it down and now use it to drink my juice.

It might be possible to have a jeweller grind the top of the glass to get rid of the chip, it's worth asking as of course, Waterford crystal is an expensive item. I doubt, if it's cracked, it will hold wine but if it's for show then put it to the back of the cabinet. You might be able to buy a replacement glass to match directly from the manufacturer or one of the many places who source such items

It is possible you might be able to have the crack and chip repaired, but expect that to be a pricey choice. To use it intact you might wrap it with copper (or whatever color you like) either in a lacy design or coiled to cover completely. You could also cover it with ribbon, cording, burlap or twine.
I wouldn't repurpose it anywhere it can break off and hurt someone. Perhaps you can place a votive candle in it and use it as an interesting candlestick. The imperfection makes it more interesting!

I made macrame holders for some broken crystal glassware, filled them with dirt and plants, and hung them in my windows. Be careful not to over water or you'll kill the plants. They are really beautiful.
Ticia, search macrame plant holders on Pinterest for pictures. They really are beautiful, especially with trailing plants. I also crocheted holders. I hope the resin works for you. It's so sad when a good piece of crystal breaks!
Could you put a small bouquet of flowers in it and use it for a vase...I have done that.
