Yes, they can all be planted in the same container. (Do NOT add mint! It's a bully and will take over... it needs its own pot.) You can successfully plant herbs in containers that are 6-8" deep.
Yes, you can plant all those in the same container. Make sure they aren't to crammed together though. Each of those grow to be fairly big plants on their own unless you keep them well picked and pinch off the tips to keep them bushy rather than growing tall. Except the dill that is. It's supposed to get tall. You need to take extra care if you add parsley into the mix though and keep it well pinched back otherwise it will overtake the other plants. Parsley loves to spread it's wings and grow grow grow. Basil and Oregano are really good neighbors and treat each other with much more respect. Dill, if you let any of it go to seed, will sprout new dill plants all through your container. You can either pluck those out or just watch the dill and pick it before it seeds. It's a lovely incredibly aromatic combination though, those 4.
Do the parsley, basil,oregano in 1 container, dill can get quite tall and tip over in a good wind gust give it a larger heavier container.

Yes, they can all be planted in the same container, however basil, oregano and dill will be much taller than the parsley. Your package should give you a recommendation for how deep to plant the seeds, but for herbs generally 1" below the surface of the soil.
