Take all the old wallpaper off, then paint or re-wallpaper if desired. I am a score and steamer. Any tool rental will have what you need!

your best bet (although messy and time consuming) will be to remove all layers of paper to get to bare wall. Repair any damage that the removal has created then you can decide whether to paint or paper on your blank canvas
By all means take that paper off the wall. Yes, it's WORK, but it will pay in the long run!!!! THEN, repair your walls that have been damaged and then I allow my walls to rest over night so all of the water and liquid have had time to dry Completely. Paint or re- wallpaper the next day. My wonderful father-in-law taught me how to do this many years ago. HE was a painter for many long years and when I was going to contract him to do my room, he said, NO, "I'M going to show you how!!" AND I always have someone wanting me to paper their walls. No I do not paint for a living, but I will paper.
