Obviously, concrete paint! I know that's not exactly what you were looking for, but it comes in more colors that in the "old" days, so I'd check that out first. I know chalk paint is supposed to go over anything, but I haven't used it. There will be more helpers on the way and one (of more!) of them can tell you.
I would use either concrete paint or 2 part epoxy.
