Some people put a piece of cement (or cinder block) directly under the spout so the power of the down spout hits and breaks up the power of the wash. Maybe this might help then let the water wash over the pebbles after it is slowed by the cement.

You can add one of the green corrugated plastic extenders so that when it rains the water will drain away from your home.

Try river rocks instead of pebbles
I would outline area with a plastic barrier that is about 3 to 4 inches tall then fill with heavier larger rocks.
