When we bought our home there was paint drips all over , I used a heat gun and gentley scraped the dots off , being careful not to scratch the floor
Agree with Sharon, use a heat gun carefully and a rubber spatula or plastic putty knife and scrape gently.
Spray-on Oven cleaner. Its been years but I used it for that. Don't leave it on very long and scrape off carefully.
