If it's just surface rust you detain lying can clean it up, oil it and be happy with the good deal!
...I found this info....If its rusting it shouldnt be used anyway i think theres laws against carbon steel as food cutlery for a buisness. Unless it is stainless i could be wrong?

Is it really stainless steel? I’d insist before buying that it be clean. Ball up aluminum foil and rub heartily, and carefully. The foil should be able to clean it.
Im not sure, maybe a dot of oil. If it doesn’t clean, it’s obviously not “stainless”.
Or take it to a fellow who sharpens knives and lawn mower blades and ask his opinion before putting out any bucks.
Don't take the chance. They are probably selling it because it's rusted.
Would you be able to scrub it with a Brillo pad to see if it comes off?
