Primrose do not like the heat or direct sun, plant in a shady spot, they usually bloom in fall through the winter. I live in VA. I usually cover mine up with a few leaves in the hot hot summertime. They seem to love it. I have 2 that I have kept inside and need to plant now.
Call your local extension service or go to a nice nursery.
They sell them all over the oregon central coast, and they are indestructible. Mine grow in the sun and can bloom till late in the fall, if the winter is mild they can bloom in January. https://theplantsigrow.wordpress.com
My favorite primrose is the White Evening Primrose of southern Alberta, closes up in the day and opens to a large delicate paper thin white blossom in the evening.
