Build a pergola on the deck. Cover all sides with screening or chicken wire if you can get away with it.

Home Owner Associations are notorious for watching for what they consider violations of their Rules and Regulations. Please read your R & R's carefully before spending money and time on something that will have to be removed on our patio. I'd just build a very large wood "box" type structure with screening for them and put in a cat climbing structure with places for them to hide and to lay down.
First see if it is permitted. Condo laws you know....
I wouldn't spend any money until you find out what's allowed. Talk to your neighbors as well as the Home owner;s Assoc. You might get approved for something, but your neighbors might not want to look at it which would result it its being removed.
Thank you everyone! Lots of good ideas. My main thing is that the cats have use of the entire deck like we do so unfortunately a Catio wouldn't work. I do think I could get away with a low key pergola, that's why I was even considering putting 2 grill gazebos side by side. That's not permanant and I'm sure it wouldn't be a problem if done tastefully, but I do like the pergola idea.
I like your idea of the 2 grill gazebos best....it looks classy and you already know your HOA allows you to use those. Personally I would use screen wire vs chicken wire....Good Luck to you ππππππππ Enjoy kittie cats.
Pergola are beautiful & there are so many things you can do with it, also it would be great for you & your cats. Nail a peace of carpet near bottom for cats to claw on, use your imagination and have fun.
