I have had moderate success by planting garlic next to each bulb. But the only way I can truly keep them off is by hand picking, morning and evening. I "preserve them in alcohol" - I have a jar half filled with rubbing alcohol, into which I push the beetles. When the jar gets gross, I toss the contents in the compost and the jar in the recycle bin.
