No matter what you seal it with a wood fence will always require some sort of maintenance every few years. Mother Nature is brutal on anything permanently outdoors.
It is best if you use a transparent stain. This is what is recommended by the pros for decks also.
I used a solid on my fence when I replaced it. Soaks into the wood and also protects the surface. Going on about ten years and only had to power wash it from dirt and grime.
Thompson's water seal by far. Has been around forever.
