Why does my 6 ft young doogwood tree not bloom it just gives me leaves

I transplanted this Dogwood tree 4 years ago from my garden since it was growing next to the foundation into the yard lawn. It was about 2 ft tall when I moved it. We had another dogwood tree near where we planted this 1 that died and wanted a tree in the same area which is why we chose that spot. This tree grows beautiful but only gives me leaves no flowers. How can I get it to give me Flowers?

I had an apple tree like that. I read in my garden book to cut a 1/4" strip of bark only 3/4 of the way around the tree about 2 feet up from the ground. DO NOT CUT AN ENTIRE CIRCLE, OR YOU WILL KILL THE TREE. Cut another strip a little lower with the non-cut part not in line with the other cut.
Is the tree planted in the lawn where lawn fertilizer was used?
I have a lemon tree that does not bear any fruits, either.
