I would try rubbing alcohol, or vinegar, or even lotion.
Mix baking soda with olive oil or baby oil as it is slightly abrasive. Rub into the dyed areas and most will come off. Moisture right away as the baking soda will dry out your hands and remove the skins natural moisture barrier. Good luck!
Pour bleach over them. Rub into stain,rinse WELL.IF NECESSARY,repeat.
Follow up with a heavy hand cream.if your skin is sensitive and becomes irritated by bleach cover hands in vaseline and rubber gloves overnight.Should do the trick.
