With perennials, just remove the dead leaves, work the soil a little to give it oxygen and add a sprinkling of 10-10-10 fertilizer. Water if it gets dry over summer. Your plants should be sending up new shoots as soon as the frost is over. Perennials are great that way. When they get overgrown, dig out the entire root ball and divide it with a straight edge shovel, or even your hands if you can. Then replant and you get 2!
I wouldn't remove the bushes. What you've done in cutting them back is fine. Add mulch around the perimeter if you want to freshen it up.
The blue fescue is not dead It will green up more and spread from the seeds it produces So if you don't want it to spread you will need to cut the seeds off after they appear. I have bunches of it now from a couple of plants

If you have a master gardener program in your area, they can be a wealth of information.
Generally plants close to the foundation of a home do not get enough water due to the overhanging eaves. Water more.
