Mostly this happens when the valves on the clothes washer shut off quickly so most water hammer arrestors are made for that use. Simply install them between the water shutoff and the washer hoses. There are others available that will take more doing, like soldering in a fitting on copper pipe.

Your plumber probably noticed the air chambers on one or more of your faucets or assumed they are there. That is why the fix works but only lasts a few days. What you do need are air arrestors. Home Depot, Lowes, or Menards.
Another option is to isolate which faucet is causing the hammer by turning each one on and off individually. Also could be the toilet valve that is crud build up or seen it's last life.

Your water pressure is too high which places undo wear and tear on your plumbing. You need an expansion tank on the incoming cold water line and there's a good possibility that your pressure regulator has failed. It may need to be replaced
