Electric or Solar... most pond and fountain pumps are totally submersible... the key is getting one large enough to "lift" the water the distance you need it to go.

Check places that carry aquarium supplies. Salt water tanks require circulation pumps in the aquarium. You may be able to find them fairly cheap at some sites.
