Maybe sand down the cabinet where it has peeled, wash the cabinet down, and then paint with a chalk or mineral paint which is little to no prep work, easy to use, and a little goes a long way.
i have wood cabinets and used chalk paint, been three years and still looks good

Preparation is the key. Definitely scrape, sand and clean well to remove the peeled paint and to prevent future peeling
If you don't want to use mineral or chalk paint, you should use a high-adhesion primer, and then top with the paint of your choice.

For a good job, you will need to sand or chemical peel, the cabinet down to start with a smooth finish. Prime, Undercoat and then apply a topcoat.
