Have you tried Neem Oil?
Most of the sprays say to avoid flowers. The petals don't stand up well to any heavy wet substance, especially if it sticks to the petals. I had trouble with my hibiscus and spider mites this winter and used neem oil on the affected plants, it said to avoid getting it on the flowers. If they were still buds, they were ok. I couldn't avoid the flowers since they seemed to really gather on them, but I was lucky and some of them still held up real well, but others did die quicker.
A few drops of dish washing soap (Dawn) in a spray bottle filled with water works well on my tall phlox & fuzzy leafed black eyed susans. It helps with black spot on roses too.
Copper sulfate is what is used by organic gardeners for powdery mildew. Bonide is a good one,
