how did you apply the seeds?
Maybe you need a different kind of grass. Take a photo and a bucket of soI’ll to a real garden center near you. Perhaps they can advise.
When you're planting grass from seed it really needs water several times a day. They cannot dry out.
Maybe have your soil tested? They sell kits at hardware and home improvement stores.
most of the extension services will send you the kit to test your soil and it is a small fee to get the soil tested to see what you may need to have a healthy lawn - contact the county extension agency in your area (google)
