put down heavy landscape fabric and top with cedar mulch
I would use mulch after is breaks down it makes your soil easier to work with as well
Mulch is great for a few reasons, it looks great and helps keep weeds to a minimum, it retains heat and moisture, as it breaks down it enriches the soil. But, ( don't you hate that ) it needs to be put on at least 3 inches thick from my experience. Hope that helps.
Mulch is the best. Looks good, holds moisture, keeps weeds at bay, slowly breaks down.
I think mulch is the way to go to keep the weeds at bay
