Could be rabbits and chipmunks are groundhogs eating your parsley. Try mixing some water with a little bit of dawn and spray them on the parsley leaves that are left.
On the assumption it's rabbits try planting green onions. Our grand ids planted the stups from green onions we purchased from the grocery stoor ad first they grew secions thy kee the rabbits away. Don't know if it works with other rodents but we've hon no problems with critters eating the shrubs.
On the short term you can buy 'predator urine' pellets at the garden store. does not take much but you will have to reapply after a rain.
