We set the stones there against a retaining wall not realizing that we had a water run off that would need to be periodically clean under it. It’s impossible now I need a new idea making it So I can clean under there but that it is still stone staircase leading up to the next level of my property
Underneath the stairway is a water run off but gets backed up with leaves, pollen and muck

I don't understand what are you cleaning under?

See the retaining wall? See the stones on the cement? Where they meet, on the ground is a recessed 4 inch waterway which is covered by those stones. I can’t clean under there, so water basically spills over on both sides of the stone/mossy staircase. The water just ends up sitting on the cement. I want to raise up the stairway but don’t really have a good idea of how to do that and continue to make it stable to walk on

Unfortunately dig up the grass on the steps and place 4 in drainage tile the plastic stuff. I hear if covered with nylons it won clog. Anybody know anything about that?

if the angle permits, use a pressure hose to force the 'muck' thru and put a screen over the entry port - I LOVE the moss you have encouraged to grow there!

I like Landsharkinnc's solution. You wouldn't have to take anything apart, just put up a mesh barrier and clean that occasionally.
