If it's latex, you may be able to peel it up. Use a single sided razor blade and get under the paint; then slowly peel up. The same may be true for oil. However, if you can't get it up that way, use a latex paint remover and a paint thinner for oil. Both are sold as hardware stores. Good luck.

Is it latex? Saturated a cloth with hit soapy water, set it on the spot for a few minutes, it should soften the paint so you can just pick it off
