Quick answer is "no". This is the reason that you cannot buy painted vinyl or ceramic tile. If it is low traffic and you don't expect it to last more than a couple of years it may be an acceptable temporary solution.
I used a textured epoxy over cement and it's a beautiful and very durable surface. It also comes without the texture, but I haven't tried that.
