I would first scrubb them all ,Then I would sand them all down and paint a primer first then paint with all chalk paint .
Chalk paint was designed to cover scratches and blemishes in wood - preferably furniture and plaster walls. It is then waxed to have a hardened surface. The problem is the humidity. There are now paints specifically designed for cabinets that clean up with water but are almost as hard surfaced as oil/alkaline paints. Remove the doors, hardware and hinges, tape where necessary, prep the wood/laminate as necessary and take your time. You will be pleased with the finished product if you don't do rush the project.
yes but make sure you seal them with something that can stand up t moisture.
Here is my blue chalk paint of (cheap) contractor cabinets (see before/after pic). I did add some inexpensive trim design, distress a bit and added two new knobs.
