What kind of floor? You can put laminate on top of tile.
It is not a good idea to put something other than carpet over tile. It can even void the warranty on the new surface. Remove the tile and start new.

I have seen several of the TV DIY guys... put a floating floor over ugly tile.... AS LONG AS... the tile is not buckled, broken or chipped... BUT check with the manufacturer of the new flooring for the warranty info.
If the tile is vinyl you can put any flooring over it. If it's ceramic tile a floating floor is the only choice.
