They make a mosquito plant that actually has citronella in it (thinking it’s a hybrid) but it might be nice around a pool
Put down weed barrier, then plant lavendar, place decorative stones or pebbles. Lavender will keep away mosquitoes, and it smells wonderful. The weed barrier and the stones or pebbles should keep away the weeds.

First step is heavy contractor landscape fabric, you can try to plant the above, however they honestly do not repel mosquitos as said.I would plant low maintenance small grass as blue fescue etc.Spray your yard with the outdoor mosquito controls and surrounding trees and shrubs as recommended.Use portable mosquito units such as Thermocell which run on cartridges and battery operated.On a really bad day and there is access to electric ,plug in a fan.All of these methods are tired and proven.As well as that never leave any standing water around
I agree with weed barrier. I doubled mine and then poured on rubber bark mulch (red) and planted every thing in pots with drift wood for accents. lavender does work to keep mosgitoes at bay. On bad days I have even put dollar store lavender beads In tiny bowls out around tables and chairs where company will be sitting with great success.
I had an area in front of my home that was meant to be a garden area. I have a black thumb and not grew so I decided to put in a rock garden. Lay out plastic to keep weeds from growing. You could use a prefab retainer or stack bricks around the perimeter. I loved the chalk rock. It was a gorgeous rough white look. You can purchase rock at a quarry by the truckload for a reasonable price. If a proper retainer is in place, the rock will stay in place and can be decorated with paving stones, glass globes, etc. And rock is extremely low maintenance. Hope this helps.

Put down heavyduty landscape material and cover it with River Rock. Buy some tiki torches and encircle your patio and pool area fill with citronella torch fuel. Electric bug zappers placed AWAY FROM your patio area would also be helpful. The blue light in the zapper attracts the insects so you don't want to place it where you are in the flight path of the insects. We put the tiki torches all the way around our pool and patio area and our zappers outside the torches barrier we had created. Smoke from a BBQ grill is also helpful so throw something for dinner on the grill at dusk.
