Mix weldbond glue with cement 1 cup to 5 gallons wet cement. Make sure the old cement is wet before filling with new. The weldbond glue should help the old and new cement bond together. A trick from a person who works in a commercial cement plant. Keep it covered so that it will cure and dry slowly. Cement will lose its strength if it dries too quickly and the temperature must be warm (above 4 degrees C) You could also put a piece of metal hardware cloth into the hole before adding the cement to add strength.
