How big will the dog get? You need to factor that in, as some dogs can jump four foot fences to get at critters in another yard. We have the hurricane chain link that was already installed when the house was purchased and it lasts for years and years in all types of weather without a problem.
Try the electric fence for dogs .my brother bought one hi said it was easy to train his dog ..the dog has a special collar .Good luck .
I would do some research, and see if others in WI have had problems with the vinyl fencing.. and the cold weather... how well it hold up.... You do not want to put in all the work and expense... just have it last a few years.... Talk to friends, neighbors, internet search your area... and see what others have used and how happy they are.... consider putting in metal posts...there are special brackets that allow you to go from a round metal post to 2X4 or 2X6 standard boards.. and then choose a maters that will last... cedar perhaps.
How tall will be determined by the dog you choose.... the bigger the dog... the taller the fence.
