Clean well, sand lightly so the paint has something to grab onto and spray with Rustoleum paint. If there is rust, make sure to get it off with a wire brush and sandpaper to smooth the surface.
I give me outdoor metal stuff a light spray of poly after sanding and painting with Rustoleum. That seems to protect is a little more from the elements.
Pressure wash; or use a stiff brush w/ a good cleaner, allow it to dry thoroughly before painting
clean,apply a primer for metal, allow to dry and spray paint with Rustoleum 2X for metal, applying two light coats allowing to dry in-between then apply a clear UV protectant
All of the above EXCEPT that RustOleum (and maybe Krylon) has a 2 in 1 product with primer & paint, eliminating the need to sand & prime. I just finished a project of repainting my 2 iron gazebos. The only prep I did was removing old dirt & cobwebs. They came out beautifully!
