Looks as if it may have had a stain on it and paint does not take to stained wood due to the oil in the stain. Remove the paint and try doing it with a colored stain. There are 3 varieties. Light, Medium and Heavy. Good Luck.
Was all the old finish completely removed, cleaned and dried before applying the new coating?
Pressure washing will clean a deck, but is not always as thorough as scraping in removing the deteriorating old finish.
It could be that the residual old flaking finish is continuing to lift off of the deck, and is therefore resulting in the new paint also peeling off. Or the cause of your present problem could be a combination of unsuitable paint, as others have noted, and improper preparation.
Looks like bad prep and wrong product. I would get in touch with the person and have him correct it and do it properly or ask for a refund if you paid him. You should at least get 3/4 of what you paid.
I have redone my deck last week. Scrubbed my deck with pine soil and deck brush. ( someone told me it is the best to clean deck, he was right. 🤗 I painted with deck & porch paint from glidden. Best paint I have ever used in my whole life.
If you paint or stain vertical wood boards (i.e. deck floor) it will always scale off. My brother and I have tried several types of stain (never paint) and it never stays put past one winter. The only way to repair what you have is sand it back to the original state and apply a wood protector. It does not have color, the wood will turn a rustic grey. This you will apply every 2 years. It is a lot less work then sanding every 2 years. Good luck.
