Since it’s in the house, you do own it, but my electrician says don’t disguise it. He did say that relocating it would be expensive. It is what it is. Every house has one. Check with city or state codes in your area As to what they will allow.
The large one I had another idea, see if you can have some of the outer part removed. I'd call an electrician, and see if he can recess the fuse box, and the small one so their flush to the wall. This is definitely an eye sore. You might have to spend some money, for the job to look nice so you can cover it with something.
I hung a picture over mine that covers it. When I need to open it, all I do is pull on the electric box "knob" and open it. The picture is hung on the door with a hook.
Wow! Building codes do require ( at least were I live ) that these be 'available at all times, in a central location' .... safety issues .... but .... they're still terribly unattractive! This is a great idea I found on Pinterest if you’re interested. Since you have two side by side you may want to do one big one to cover both.
If you sew make a quilted wall hanging to cover it. Or find one online that looks old or go shopping and get a old one. With the quilt hanger it will hang it away from the wall unlike a picture that would snug the wall. Good luck with covering it. I believe that we have all had one in a odd place. Mine was in the kitchen. As soon as you entered BAM the fuse box. Now we live in an older house that the box is in the closet. Of course it's the biggest closet so it's mine.
I have several quilts that I hang to cover fuse boxes and other unsightly things. You can find rods that extend different distances from the wall to allow for different depths. You can access the boxes easily.

I agree one large piece of art looks best, but if that looks weirdly uncentered, perhaps a cleverly placed gallery wall? xx
