kbs makes paint for rustproofing metal they also say it works on cement to stop condensation. it seals water out they say. i used it on some new 4x4 wood posts for a privacy fence that replaced a few rotted posts at the ground. it seems to work moisture isn’t getting into it. treated posts eventually rot out.
It is pricey but we used flex seal. We have a well on the property and spring thaw causes it to flood our basement. No issues now.
