I always advise people not to paint over wall paper, because you run into trouble with it getting too soaked with paint, and then it peels. Adhesive wallpaper must have a shiny finish, which I would think will not hold paint. Check with someone who does wallpapering. Home Depot has a large selection of books in the front by the registers. They cover many projects, so look for one on wallpapering, and skim through it, and see if you can find some information on painting adhesive wallpaper.
