Annuals provide a season of color. In VA we plant pansies in the cold months (Nov to April) snapdragons are also a cold hardy plant.
In the summer there are tons of options. Petunias, vinca, impatiens etc. all will say on the tag or card if they are full sun, partial shade or full shade. There are also some beautiful non floweri annuals like coleus that provide large leafy color giving depth and variety.
Lowes and Home Depot usually have early spring sales where many common annuals can be purchased for a dollar a piece.
I don't know of many perinials that offer a full season of blooms except maybe encore azaleas and knock out and double knock out roses. Those are shrubs that rebloom throughout the season but they will also need annual care (winter pruning)
