How about asphalt? Have you looked into that? I know someone that did a concrete stepping stone driveway that has held up well. You purchase as funds are available and build over time.

My house has a gravel drive...... I hated it when I moved in but I changed it to more rounded pea gravel and its comfortable to walk on now, and the ruts no longer fill with water..... I just add more gravel when it look worn. You get it asphalted which actually wears the best.
You could spread sand over it. It will fill in all the spaces, making it more solid. You will probably need to do it more than once, since it will settle in and seem to disappear the first time or two.
