There's a product you can buy that slowly burns the stump out. We live next door to a retired fire captain, and he told me that I absolutely should not yet to burn it out with actual fire.
Palm trees have shallow roots. Dig around it, shove 2 X 4's under one side, lift and remove. If you can get to it with a truck, throw a chain around the stump after digging down a bit and pull it out.
