Might be easiest to buy a leaf blower and blow the clippings away.
You could rake your rocks to one side and put down cardboard then put the rocks back. Should stop weeds from growing through but wont stop cut grass from blowing in by lawnmower. Think you still need leaf blower. Link attached to get you started. also boiling water kills weeds if something peeks through. Hope this helps

You could get a mower that collects the clippings.
I know from experience it isn't always easy but you have to choose the direction to mow that will prevent blowing grass into the rock bed. I too have this problem and and as long as you blow the grass the opposite direction of the bed it will cut down on a lot of your clean up.
