You can stain over stain with gel stain. You can go darker but not lighter.

Short answer - no. Stain is applied to raw wood - it seeps into the grain of the wood.
Yes, ask about a “ deglosser”. Wipe it on, then wipe it off and it eliminates sanding. Then color it any way you want.

You can gel stain over cabinets, even painted doors, since it doesn't penetrate the wood. Like Ann said you can use a deglosser. I applied a generic liquid sandpaper with steel wool, and gave a good scrub. I then used a damp old towel to remove the residue and steel wool filings (important!).
The best thing to do is to buy a small can and try it on the back of a cabinet door. Let dry for a day, and apply another coat. Repeat until you get the desired effect. If you like it, go for it. If not, nothing is lost.
I used Old Masters without a clear top coat (which was recommended), and it has held up well for a few years, except for when I accidentally had wet paint on my knuckles...That removed a couple of gel stain spots.
General Finishes is supposed to be good too.
