They’re more room darkening if you turn them up so they are essentially underside up.
I would check Pinterest about painting blinds. Then I’d price new blinds and shades and see if it’s worth the effort and time
It might turn into a much better job of darkening the room if you turn them into Roman Shades. I did it one time and loved it. Take a look at this.

Agree with Jcraw. Price out all your tools, materials, and your time first. To spray paint plastic slats to achieve a finish that isn't blotchy and doesn't show the drips is not easy.
The ability of a shade to keep out light depends not only on its colour.
Shades designated as 'room darkening' are designed so that the overlap of each slat is larger than a 'light filtering' shade. The plastic or metal is also thicker, and on higher end brands, the holes are also shielded.
Blackout shades are most effective in blocking light and sun heat. They are much heavier, have a special insulating black lining, and are cordless.
Why not stick fabric of your choice to blind?
The slats of the blinds are not letting in light no matter what color they are. It's the spaces around and between. You can change the amount of light coming in somewhat by reversing the tilt of the slats up or down.
Thank you all. we have the slats turned so light doesn’t come in directly. And we have a front porch that keeps the rays out of the room. And we have curtains. yes it’s easier to but new mini blinds but I thought I try to paint these and see how they come out.
